Update: Clarifying expecations.
One of the requirements when you file an unemployment claim in Ohio is that you sign up for their Sharing Career Opportunities & Training Information (SCOTI) system (UPDATE: The website now directs to Ohio Means Jobs). Essentially, you get put into the system with your basic background, and, as participating companies search for individuals, you get contacted by SCOTI to call in to see if there is a suitable match. Receiving unemployment benefits is contingent upon your participation; i.e., if you don’t call, you may not get your unemployment compensation.
I recevied a letter over the weekend from the SCOTI system, and I just finished talking with the representative. The company is looking for an Application Developer with 3-5 years of experience with COBOL, CICS, JCL, and SQL. I don’t have that specific type of experience, and so it was determined that I’m not a suitable match.
One thing that does bother me about that position is the annual salary that the job was offering: $18,335. That sounded really low, and I mentioned that during the phone conversation, but the rep said that’s what it was.
After I hung up, I used the Indeed Salary Search to check whether I was right, and here are the results:
If the rate was really an hourly rate of $18.335/hour ($38,136/year), it would be a lot more reasonable, but still less than the average.
Hopefully the next opportunity will be a more suitable match. What are your thoughts?

Its amazing how much of a maze the Unemployment Office has set up for citizens in need of assistance. As Barbara said, no way to register by phone (OR EVEN REACH ANYONE PERIOD WITH QUESTIONS!) AND FURTHER…. no delineated website for SCOTI either (it redirects one to a general website linked to Monster.com….so how do they know we are even registered?). Hard to trust the system the way the state government is playing the game. Guess the more they discourage us from making a claim, the more money they get to keep (even if it is supposed to be slated to help its citizens between jobs). Here’s holding my breath with trying to set the whole thing up!

I was given a notice that I needed to sign up for SCOTI and that it was a requirement that i do so that i could receive my unemployment benefits. However,I called in on Tuesday or Wednesday of this past week and I was told that someone would call me back. No one has called back. Of course now it will be my fault that I did not sign up in the required time period but i did what I was supposed to.
i know exactly what you mean. i have been given the same run around. they want you to call, but the wait time is 30 min. to an hour. i am fed up with ohio’s system. i’ve never had this much trouble with an unemployment system.
we should start a protest against the state of Ohio against this new SCOTI change.And that they require someone in these hard economic times to apply for work at two places a week one was hard enough let alone two now.Of course the people who require this of us has a great paying job?????? because we don't have a job.

I have attempted to apply for SCOTI for approx. 3 months cant find application. My unemployment benefits have ceased , bills behind, need assistance PLEASE!!!!!
Sorry to hear you're going through a rough patch. It really stinks.
Without knowing the details of your situation, it's hard to know where to
begin. If it were me in this situation, I would be on the phone with them
every day.
That's all I'd know how to do at the moment.

My thought is that you deserve better. All of us do. We don't have to put up with those kind of offers especially when we're very good at what we do.
I just now called and I got the usual line to file claims and nothing about SCOTI. The Ohio unemployment system here is nothing but a big, bloated, bureaucratic mess. They may switch dates on your eligibility application, take forever to respond if they respond at all. The questions you answer to file claims are THE SAME QUESTIONS I WAS ANSWERING IN THE 1970's!!!! THIS IS 2010, PEOPLE!!! I HATE having to deal with this antiquated, depresson-era nonsense.
I just called the number in the email (877-644-6562) and was able register with Ohio's SCOTI. I selected 1 for English, listen to a few long messages with pauses in between and finally a menu where I selected option 3 (includes “if you are required to register for employment services”). I while later, I talked to a representative, explain the letter I received and that I called this number to register with SCOTI. She did this on the spot, asking a few questions similar to those when you register for unemployment. As the correction says above: the Ohio's SCOTI is not called Ohio Means Jobs at http://ohiomeansjobs.com. It seems to be a great resource well worth checking out.
